The provision of adequate and appropriate education is a challenge faced by all governments. The particular challenge faced by both government and non-government policy makers in Melanesia is to ensure that, where 'mainstream' education is inappropriate or unavailable, opportunities for self improvement exist alongside the formal education system. There is a clear need for non-formal education in Pacific island countries but it must be focused in order to satisfy the needs of the people it is intended to target.
